The Director of Purchasing is responsible for planning and directing the overall design, implementation, communication, and administration of the organization's purchases, district-wide, regardless of funding sources, to ensure market competitiveness and compliance adherence with applicable government regulations.
Qualifications &
Experience:
Bachelor's degree in related field Minimum five years of purchasing work experience Minimum five years of purchasing supervisory work experience Professional Certifications, TASBO or equivalent An equivalent combination of education and experience.
Key Functions, Essential Duties &
Responsibilities:
Purchasing Administration:
Directs all functions of the Purchasing Department district-wide.
Reviews and approves all daily requisitions for purchase order processing district-wide.
Reviews all entries on ERP system for requisition processing and maintaining workflow efficiencies.
Review and approves all vendor entries in financial system.
Reviews ERP reports for all expenditures district-wide.
Processes all purchase order changes through the financial system.
Reviews and reports category spending district-wide for legal compliance and bid management.
Serves as a primary point of contact, as well as manages and maintains collaborative business relationships with vendors.
Collaborates with departmental administrators to ensure access to needed vendors/contracts through bids or cooperatives.
Reviews all monthly agenda items with expenditures for compliance.
Reviews all contracts associated with expenditure for compliance and authorization.
May recommend a legal review.
Reviews all travel district-wide for processing either through a travel credit card or check.
Works with consultants, when needed, on specific technical bids.
Reviews and maintains a district database for contract/bid renewals/extensions Works with departmental leaders on renewal/extension process for the best value to the district.
Reviews and manages district database for record retention of purchasing documents for audit reviews, both internal and external.
Works with Warehouse manager for district logistics of purchases and inventory needs of their stock.
Works with all facility departments to ensure the timing of needs and products.
Reviews all furniture, facility playground equipment Works with the budget department on account code questions/interpretations for expenditures.
Works with the accounting department on new coding for purchase implementation and with the department on audits.
Works with Accounts Payable on vendor and purchase order issues.
Works with State & Federal program director to ensure compliance with purchases using those funds.
Processes all public information requests related to Purchasing/Finance.
Reviews and approves all bids processed by departmental buyers.
Works with other departmental buying agents specific to their departments to ensure compliance.
Works with departmental and campus support staff for all purchasing questions and ensuring compliance.
Reviews the departmental email address for questions and processing of forms.
Responsible for departmental training district-wide for all campuses and departments.
Monitors all electronic bidding for compliance and vendor processing.
Compliance :
Ensures compliance with applicable federal, state, and local legal requirements.
Monitors governmental bulletins and community forums for legal compliance Attends State supported organizational conferences for updates and outreach.
Collaborates with internal leadership on applicable regulatory updates, compliance requirements, and necessary internal policy updates.
Collaborates with other Independent School District (ISD) leaders for best practice approaches Leadership:
Manages to purchase operations by the coaching staff, planning, monitoring, appraising, and reviewing staff job contributions.
Creates functional strategies and specific objectives for the department by establishing department accountabilities to ensure project and departmental milestones and goals are consistently met.
Guides internal leadership by researching, developing, and recommending best practices, procedures, methods, and guidelines for Purchasing.
General:
Consistently communicates and demonstrates the organization's core commitments.
Assists leadership in the compilation of miscellaneous reports.
Attends departmental meetings, as required.
Attends conferences, seminars, and related educational events to maintain proficient understanding and working knowledge respective to job function and industry.

Performs assigned job duties and responsibilities in accordance with policies, procedures, and standard practices.
Updates respective job knowledge by reading professional publications, maintaining professional peer networks, participating in professional organizations, and by participating in conferences and other educational initiatives relevant to the job function.
Demonstrates proficient working knowledge and understanding of the Financial ERP system, Microsoft Word, Excel, Outlook, and PowerPoint applications.
Performs other duties as assigned.

Physical Requirements/Working Conditions:
This position requires regular sitting, walking, standing, reading, seeing, speaking, hearing, listening, organizing, interpreting data and information, operating office equipment, typing using a computer keyboard and mouse, viewing a computer screen monitor, and use of a telephone.
The working environment consists of an indoor and climate-controlled setting the majority of the time.
There may be some district and some statewide travel in personal vehicle; occasional overnight travel; frequent prolonged and irregular hours.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
