JOB SUMMARY
Under the supervision of a licensed Professional Engineer, the Engineer in Training serves as Project Manager on public works projects (primarily water, wastewater, streets, and drainage),performs development review activities and assists the professional engineer with the more complex projects of the division.
ESSENTIAL FUNCTIONS AND DECISION MAKING
ESSENTIAL FUNCTIONS
Serves as Project Manager on public works projects and/or:
Collects, analyzes, and interprets engineering, operational, and maintenance data to develop engineering solutions and define project scopes.
Manages professional services contracts ensuring design is in conformance with the City's Design Guidelines; and budgets and schedules are maintained.
Applying engineering principles, develops and reviews plans, specifications, cost estimates and reports; evaluates proposals, and makes recommendations to ensure projects comply with the City of San Marcos and governmental standards.
Develops and prepares construction specifications and bid documents.
Manages construction contracts and monitors compliance with plans and specifications
Maintains CIP project schedules in Microsoft Project and provides updates to other departments.
Serves as engineering liaison to the development process:
Meets and coordinates with developers to explain city, state and federal regulations.
Interprets and applies city ordinances.
Reviews public infrastructure plans for conformance with the City's Design Guidelines.
Coordinates with other departments, including but not limited to the public operations departments.
Supports senior engineers with various activities, including but not limited to design analysis and calculations, design drawing production, technical specifications production and review, cost estimation, field investigations, and construction oversight.
Miscellaneous:
Assists with internal and external public awareness efforts through community presentations and make formal presentations to public boards and commissions.
Assists with the development and maintenance of design standards, technical specifications, and standard construction details.
Responds to customer inquiries and concerns.
Performs other routine and/or specialized duties relative to area of assignment as required.
DECISION MAKING
Under the limited supervision of a licensed Professional Engineer, serves as Project Manager on Capital Improvement projects (primarily water, wastewater, streets, and drainage) and performs development review activities of the division.
Must have ability to prioritize workload.
Depending on area of assignment, may provide training, development and direction in managing projects.
Applies engineering principles, including water and wastewater engineering principles, construction practices, surveying, hydraulic modeling, and problem solving and effectively conveys findings through technical memorandums/reports and detailed maps.
Applies city ordinances, state and federal regulations, the City's specifications, and related standards.
MINIMUM REQUIREMENTS AND PREFERRED QUALIFICATIONS
Minimum Requirements
Bachelor's Degree in Civil Engineering or related field
EIT certificate required.
3-5 years post graduate engineering experience.
Must possess a valid Class C Texas Driver's License with an acceptable driving record.
Able to use word processing, spreadsheet, database, and presentation software.

Physical Demands and Working Conditions
Physical requirements include lifting up to 25 pounds occasionally. Subject to vision constantly; handling, fine dexterity, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, balancing and foot controls occasionally; kneeling, crouching, bending, twisting and climbing rarely.
Working conditions involve exposure to variable and/or extreme weather conditions, vehicle traffic, general construction hazards, heavy equipment, and open trenches when visiting job sites.
